Stay compliant

From January 1st, 2025, new regulations will be applicable to all distributed mixtures that pose health and physical hazards.

  • For these hazardous mixtures, importers, manufacturers, and distributors must include a Unique Formula Identifier (UFI) code on the label.
  • Additionally, a PCN (Poison Center Notification) is necessary.

Who is required to submit a PCN?


  • EU Formulator of the Mixture:
    • If you are the formulator of a mixture and place it on the market within the European Union (EU), you are responsible for submitting the necessary PCN notification
  • Importers:
    • Importers play a crucial role in placing mixtures on the market
    • If an importer uses the mixture at their own site, they should also make a PCN notification
  • Re-packers:
    • Re-packers, who repackage mixtures, must comply with PCN requirements
    • In case of repacking, a PCN notification is mandatory
  • Distributors in a 3rd EU Country:
    • If a distributor places a hazardous mixture on the market in a third EU country, either the mixture formulator or the distributor should make a PCN notification for that specific country.
  • Off-Site Storage for Export:
    • When a mixture is formulated specifically for export and stored off-site, a PCN notification must be

Which mixtures are affected?


Mixtures for industrial/professional and/or consumer use, including biocides and pesticides, that are classified as health and/or physical hazards!
The following mixtures are exempt from these requirements:

  • Gases under pressure
  • Explosives (unstable explosives and Divisions 1.1 to 1.6)
  • Mixtures for scientific research and development (R&D) and for process-oriented research and development (PPORD)
  • Mixtures not subject to the CLP regulation, such as wastes, pharmaceuticals, and those under customs supervision
  • Mixtures with an environmental hazard classification only

What does the UFI code mean?


The UFI (Unique Formula Identifier) is a code that facilitates the rapid and accurate identification of specific mixtures. It consists of four groups of four alphanumeric characters, separated by hyphens, and is preceded by the word “UFI.” For instance:
UFI: QJA0-K0KA-H00P-EEW2
When a caller reports a poisoning incident, providing the UFI code allows operators to quickly access relevant information about the mixture.
The UFI code must be printed on the label!

What does PCN mean?


The Poison Center Notification (PCN) is a notification process by which a company reports information about a dangerous mixture to a single European poison center database, which serves as a replacement for the previous hazardous mixture notification to national authorities.

Submission Process:

The PCN should be submitted through the REACH IT platform, which is the online interface provided by the European Chemicals Agency (ECHA).
Create the product PCN dossier online and submit it electronically.

Member State Regulations

Each EU member state has its own regulations regarding the official fee for PCN submission.
In some member states, the submission process may be free of charge.

Advantages of PCN Notification

A single PCN notification covers one dangerous mixture for all EU Member States where the mixture is placed on the market.
Specify the concerned Member States in the notification.

What information is required for a PCN?


The complete composition (including non-hazardous ingredients), ingredient data, physical state of the product, color, pH (if it cannot be determined, it must be justified), its packaging types, sizes and product uses, product category, toxicological information, product label elements, UFI.
The time it takes to prepare a PCN dossier for a dangerous mixture depends on the number of components. So start your PCN notifications in time, before 01/01/2025.

Group submission

For product groups, if the products in the group are in the same product category, have the same hazard classification, contain the same ingredients with the same compositional ranges - they can only differ in fragrance(s) (max. 5%).

Limited submission

PCN notification of hazardous mixtures for industrial use only (according to point 3.1.1, part B and point 5.3 of Commission Regulation (EU) No 2017/542).
Limited data should be provided based on the MSDS, provided that the composition data is accessible 24 hours a day, 7 days a week.
It is mandatory to provide a name, telephone number and e-mail address where the designated bodies can quickly access detailed additional product information in case of an emergency
